26 ноября в ЭкоЛектории МГУПП прошло заседание Учёного совета

Заседание началось с вступительного слова ректора МГУПП Михаила Григорьевича Балыхина. Он начал свое выступление с обсуждения программы развития университета. “Вы помните, что первое обсуждение программы развития у нас было 4 года назад. По большей части мы решали вопросы восстановления и укрепления, а сейчас мы перешли в формат развития и лидерства”, -- отметил Михаил Григорьевич.

Он оценил результаты пройденного пути и отметил, что опыт, накопленный университетом, - результативен и востребован другими вузами. Отдельно ректор выделил успешный опыт участия в программе академического стратегического лидерства “Приоритет 2030”. Он также отметил, что именно программа развития университета, представленная на “Приоритет 2030”, станет основой развития вуза.

“Наш университет - это не только российский биотехнологический, это еще и цифра. Цифра - это группировка из инновационных технологий, программирования и других перспективных направлений, это комплексное определение. Биотехнологию я вижу в формате здоровьесбережения, я вижу развитие нашего университета на принципах устойчивого развития. Это 17 целей, представленных ООН, 12 из которых полностью касаются человека - а это наши направления - в том числе производство продуктов, питание, продовольственная безопасность, экология, биотехнология, медицина, здоровье и так далее. И здесь для нас открывается очень много дорог. Во-первых, мы находим свою цель в том, что должны соединить технологии производства продуктов питания и медицину. По этому принципу сейчас разрабатывается новый институт, который будет реализовывать программы с одной стороны в сфере технологий, с другой стороны -- медицины. Мы получим медицинский задел, который внедрим во все наши направления, связанные с магистратурой. Институт будет решать несколько задач: это и технологии производства новых продуктов, биопродуктов, это и технологии, связанные с утилизацией отходов и экологией, это и технологии, связанные с медициной. Это все, что находится на стыке технологий и медицины. Это будет единственный институт, который будет реализовывать не только гибридные программы, но и очень серьезную науку. Также будет включен блок национального питания, детского, социального. Мы действуем сейчас от общего к частному. Мы создали Российский институт социального питания, это наш внутренний элемент, который получил право разрабатывать стандарты питания по всей стране. Сейчас мы запускаем серьезные программы дополнительного образования для всех. Я думаю, что совсем не за горами наш взлет, потому что это сейчас один из самых актуальных трендов”, -- осветил планы развития университета Михаил Григорьевич.

Он также рассказал о перспективах развития площадок МГУПП на ул. Врубеля и ул. Талалихина, где планируется создание уникального биотехнологического комплекса. На ул. Талалихина также запланировано создание еще одной мощной базы по производству нутриентов, чистых культур и микробиологии.

Заседание продолжилось процедурой избрания нового состава членов Учёного совета. Перед этим состоялось избрание членов мандатной комиссии - Председатель - Соколова Т. В. Члены комиссии - Логунова Н.Ю., Горячева Е. Д. В состав счетной комиссии вошли: Сидорова Е. С., Саватеев Е.В., Николаева Ю.В., Суворов О. А., Гиря Е. М.

В настоящее время в составе Учёного совета 51 кандидат, на мероприятии выбрали количественный состав. О правилах выбора нового состава рассказала ученый секретарь Ученого совета Новикова Жанна Викторовна. Участники проголосовали методом тайного голосования. Члены учёного совета избирались участниками конференции.

Далее участники перешли к повестке Учёного совета. Первым выступил проректор по научной работе Михаил Павлович Щетинин с докладом «О выдвижении кандидатов на соискание премии Правительства Российской Федерации в области науки и техники для молодых ученых». Он предложил выдвинуть работу на соискание премии Правительства РФ в области науки и техники «Разработка и внедрение модификационной методики кросс-линкинга роговичного коллагена в лечении животных с язвенными кератитами». Чечнева Анастасия Вячеславовна, кандидат ветеринарных наук, старший преподаватель кафедры болезней мелких домашних, лабораторных и экзотических животных МГУПП, руководитель - Сотникова Лариса Федоровна, доктор ветеринарных наук, профессор, заведующий кафедрой болезней мелких домашних, лабораторных и экзотических животных МГУПП. Данную разработку уже поддержал Национальный медицинский исследовательский центр глазных болезней имени Гельмгольца. Данная работа способствует восстановлению роговицы человеческого глаза.

В кандидаты на соискание премии Правительства РФ в области науки и техники Михаил Павлович также выдвинул следующую работу: «Разработка технологии пролонгации сроков хранения пищевой продукции ее микробиологической безопасности с использованием smart-упаковок материалов, обеспечивающих устойчивое развитие отрасли сельского хозяйства и предприятий пищевой промышленности в экологии». Коллектив - Кирш И.А., Банникова О.А., Безнаева О.В., Губанова М.И., Старцев М.А. Участники совета проголосовали за выдвижение кандидатов единогласно.

Были представлены доклады:

• “Об организации профориентационной работы в 2021-2022 учебном году”. Докладчик: начальник отдела профориентационной работы В.В. Тарасова. Она рассказала о том, как будет строиться профориентация в 2021-2022 году. Было отмечено, что старт приёмной кампании в вузах уже начался!
• “Центр цифрового образования: состояние и перспективы развития”. Докладчик: директор Центра Л.В. Ковтун
• “О порядке представления соискателей к присвоению ученых званий”. Докладчик: ученый секретарь Ученого совета Новикова Ж.В.
• “О реализации программы «Стартап как диплом». Докладчик: проректор по учебно-воспитательной работе А.А. Бикбулатова.
• “О промежуточных результатах проведения образовательного процесса, в том числе с применением дистанционных образовательных технологий”. Докладчик: проректор по учебно-воспитательной работе А.А. Бикбулатова.

В завершение заседания ректор поздравил профессора кафедры ветеринарно-санитарной экспертизы и биологической безопасности Абдуллаеву Асият Мухтаровну с получением ученой степени доктора биологических наук.

The meeting began with opening remarks by the MSUFP Rector Mikhail Balykhin. He began his speech by discussing the university's development program. "You remember that the first discussion of the development program we had four years ago. For the most part we were solving the issues of restoration and strengthening, and now we have moved into the format of development and leadership," noted Mikhail Balykhin.

He evaluated the results of the way passed and noted that the experience accumulated by the university is effective and in demand by other universities. The rector especially emphasized the successful experience of participation in the "Priority 2030" program of academic strategic leadership. He also noted that it is the program for the development of the university, presented at the "Priority 2030", will be the basis for the development of the university.

"Our university is not only a Russian biotechnology university, it's also a figure. The figure is a grouping of innovative technologies, programming and other promising areas, it is a comprehensive definition. I see biotechnology in the format of health care, I see the development of our university on the principles of sustainable development. These are the 17 goals presented by the UNO, 12 of which are completely human related - and these are our areas - including food production, nutrition, food security, ecology, biotechnology, medicine, health, and so on. And there are a lot of roads opening up for us here. First of all, we find our goal to connect food production technology and medicine. Based on this principle, we are now developing a new institute that will implement programs in technology on the one hand, and in medicine on the other. We will get a medical groundwork, which we will implement in all of our areas related to the master's degree program. The Institute will be solving several problems: technologies for production of new products and bio-products, technologies related to waste management and ecology, technologies related to medicine. It's everything that lies at the intersection of technology and medicine. It will be the only institute which will implement not only hybrid programmes but also very serious scientific research. The national nutrition, children's, and social nutrition blocks will also be included. Now we are going from the general to the particular. We have created the Russian Institute of Social Nutrition; it's an internal element of ours which has been given the right to develop nutrition standards across the country. Now we're launching serious programs of additional education for everyone. I think our takeoff is not far off, because this is one of the most current trends right now," Mikhail Balykhin shared the university' development plans.

He also spoke about the prospects for the development of the MSUFP sites on Vrubel St. and Talalikhina St., where the creation of a unique biotechnological complex is planned. Another powerful base for the production of nutrients, pure cultures and microbiology is also planned to be created on Talalikhina Street.

The meeting continued with the procedure of electing new members of the Academic Council. Before this there was the election of the members of the credentials committee - Chairman - Sokolova T. Members of the commission - Logunova N. and Goryacheva E. The members of the counting commission were: Sidorova E., Savateev E., Nikolaeva Y., Suvorov O., Girya E.

Currently there are 51 candidates in the Academic Council, the event chose the number of members. Zhanna Novikova, Scientific Secretary of the Academic Council, spoke about the rules of selecting the new composition. Participants voted by secret ballot. Members of the Academic Council were elected by the participants of the conference.

Then the participants moved on to the agenda of the Academic Council. The first speaker was Vice-Rector for Research Mikhail Shchetinin with his report "On nominating candidates for the Russian Federation Government Award in Science and Technology for Young Scientists. He proposed to nominate the work "Development and implementation of a modified technique of cross-linking of corneal collagen in the treatment of animals with ulcerative keratitis" for the Russian Federation Government Award in Science and Technology. Chechneva Anastasia, Candidate of Veterinary Sciences, Senior Lecturer of the Department of Diseases of Small Domestic, Laboratory and Exotic Animals of MSUFP, supervisor - Sotnikova Larisa, Doctor of Veterinary Sciences, Professor, Head of the Department of Diseases of Small Domestic, Laboratory and Exotic Animals of MSUFP. This development has already been supported by the Helmholtz National Medical Research Center for Eye Diseases. This work contributes to the restoration of the cornea of the human eye.

Mikhail Shchetinin also nominated the following work as a candidate for the Prize of the Government of the Russian Federation in the field of science and technology: "Development of technology for prolonging the shelf life of food products its microbiological safety using smart packaging materials, ensuring sustainable development of agriculture and food industry enterprises in the environment. Team - Kirsh I, Bannikova O., Beznayeva O., Gubanova M., Startsev M. Participants of the Council voted for the nomination unanimously.

Reports were presented:

• "On the organization of vocational guidance work in the academic year 2021-2022. Speaker: V. Tarasova, Head of Vocational Guidance Department. She talked about how the vocational guidance will be built in 2021-2022. It was noted that the start of the admission campaign in universities has already begun!
• "Center for Digital Education: Status and Prospects of Development". Speaker: Director of the Center L. Kovtun
• "On the procedure for submitting applicants for academic titles". Speaker: Scientific Secretary of the Academic Council Novikova Zh.
• "On the implementation of the program "Startup as a Diploma". Reporter: Vice-Rector for Educational Work A. Bikbulatova.
• "On the intermediate results of the educational process, including the use of distance learning technologies". Reporter: Vice-rector for educational work A. Bikbulatova.

At the end of the meeting the rector congratulated the professor of the Department of Veterinary Sanitary Expertise and Biological Safety Abdullayeva Asiyat with obtaining the degree of Doctor of Biological Sciences.
