14 ноября 2020Проект реализуется по заказу Министерства просвещения РФ при непосредственном участии Союза «Молодые профессионалы (Ворлдскиллс Россия)». Апробация продлится до конца ноября. Работа будет проведена более чем в 40 субъектах России. Уже сейчас поступили заявки из 95 образовательных организаций, которые готовы включиться в процесс.
«В федеральном проекте “Молодые профессионалы” нацпроекта “Образование”, который на данном этапе находится на завершающем этапе пересборки в соответствии с национальными целями развития, утвержденными президентом Российской Федерации, обязанность сдавать демонстрационный экзамен к 2030 году предусмотрена для всех выпускников колледжей. Среднее профессиональное образование в нашей стране является общедоступным. Это означает, что все обучающиеся независимо от возможностей и ограничений здоровья должны иметь возможность получить квалификацию и на деле подтвердить качество своей подготовки в форме демонстрационного экзамена. Наша задача – создать для этого все необходимые условия», – сообщает заместитель директора Департамента государственной политики в сфере профессионального образования и профессионального обучения Марина Софронова.
По ее словам, во многих регионах уже реализуются проекты по созданию общедоступных условий для обучения людей с ОВЗ. Работают базовые профессиональные организации, создано 40 ресурсных центров, которые занимаются инклюзией. Сейчас важно систематизировать и масштабировать эту работу.
Первый этап – пилотная апробация механизма демонстрационного экзамена и адаптация оценочных материалов для студентов с ограниченными возможностями здоровья (ОВЗ). Как подчеркивает директор департамента оценки компетенций и квалификаций Союза «Молодые профессионалы (Ворлдскиллс Россия)»Данил Уфимцев, демонстрационный экзамен по стандартам Ворлдскиллс Россия в рамках апробации с участием обучающихся с разными видами нозологий проходит с соблюдением всех базовых принципов объективной оценки результатов подготовки (рабочих) кадров. Задания демонстрационного экзамена не подвергались изменениям. Адаптации подверглись комплекты оценочной документации по компетенциям, в том числе инфраструктурные листы и планы застроек площадок. «Адаптированные оценочные материалы предусматривают возможность создания дополнительных условий с учетом индивидуальных особенностей лиц с ограниченными возможностями здоровья и инвалидов: увеличение времени, отведенного на выполнение задания, организацию дополнительных перерывов, использование необходимых технических средств, привлечение ассистентов для сопровождения студентов-инвалидов, – отмечает Данил Уфимцев. – Союз, как оператор демонстрационного экзамена по стандартам Ворлдскиллс Россия, будет контролировать работу по адаптации оценочных средств и апробации процедуры демонстрационного экзамена с учетом имеющихся видов нозологий у обучающихся по программам среднего профессионального образования. Наша задача – сделать демонстрационный экзамен по стандартам Ворлдскиллс Россия универсальной процедурой оценки уровня знаний, умений и практических навыков, доступной для всех студентов, в том числе и с индивидуальными особенности здоровья».
По данным Данила Уфимцева, в апробации оценочных материалов будут задействованы 125 центров проведения демонстрационного экзамена из 40 субъектов России. Лидерами среди субъектов, принимающих участие в проекте по количеству компетенций, стали Республика Башкортостан, Хабаровский край, Саратовская и Липецкая области, г. Санкт-Петербург.
Работу по адаптации оценочных материалов и разработке методических рекомендаций по обеспечению проведения демонстрационного экзамена для лиц с ОВЗ и инвалидов по заказу Минпросвещения РФ проводит Московский государственный университет пищевых производств. На этот момент адаптировано 180 комплектов оценочной документации, в том числе 460 инфраструктурных листов по 130 компетенциям Ворлдскиллс Россия.
«Сейчас в нашем университете очень профессиональная команда: есть коллеги, которые всю жизнь занимались развитием инклюзивного образования. Мы работаем с экспертным сообществом и активно участвовали в развитии чемпионатного движения “Абилимпикс”. Мы видели, как на соревновательных площадках радикально менялось представление о профессиональных способностях людей с ограниченными возможностями здоровья. Они достигают высочайшего мастерства – надо только дать возможность это показать. Ведь очень важно уметь создавать безбарьреную среду для всех специалистов независимо от их физических особенностей. Нам сейчас предстоит огромная масштабная работа, результатом которой должно стать расширение возможностей людей с инвалидностью, в первую очередь возможности трудоустройства», – рассказывает проректор по учебно-воспитательной работе ФГБОУ ВО «Московский государственный университет пищевых производств», эксперт в области развития профессионального инклюзивного образования Альбина Бикбулатова.
В последние годы Россия сделала значительный шаг вперед в формировании доступной среды. Среди людей с ограниченными возможностями здоровья много настоящих и успешных мастеров. Адаптация демонстрационного экзамена – это шанс для каждого показать свой профессиональный уровень и стать востребованным.

According to her, many regions are already implementing projects to create generally accessible conditions for education of people with disabilities. There are basic professional organizations and 40 resource centers that deal with inclusion. Now it is important to systematize and scale this work.
The first stage is the pilot testing of the demonstration exam mechanism and adaptation of assessment materials for students with special needs (disabilities). As Danil Ufimtsev, Director of the Department of Competence and Qualifications Assessment of the "Young Professionals (Worldskills Russia)" Union, points out, the demonstration exam according to the standards of Worldskills Russia in the framework of the piloting with the participation of students with different types of disabilities is held in compliance with all the basic principles of objective assessment of the results of (working) personnel training. The tasks of the demonstration exam have not been changed. Sets of assessment documentation on competencies were adapted, including infrastructure sheets and site development plans. "Adapted assessment materials provide for the possibility of creating additional conditions taking into account the individual characteristics of persons with disabilities and persons with disabilities: increasing the time allocated for the task, organizing additional breaks, using the necessary technical means, attracting assistants to accompany students with disabilities," says Danil Ufimtsev. - The Union, as an operator of the demonstration exam according to Worldskills Russia standards, will supervise the adaptation of assessment tools and testing procedures for the demonstration exam, taking into account the types of nosologies present in students enrolled in vocational programs. Our task is to make the demonstration exam according to the standards of Worldskills Russia a universal procedure for assessing the level of knowledge, skills and practical abilities available to all students, including those with individual health conditions.
According to Danil Ufimtsev, 125 demonstration examination centers from 40 regions of Russia will be involved in testing assessment materials. The leaders among the subjects participating in the project by the number of competences were the Republic of Bashkortostan, the Khabarovsk region, the Saratov and Lipetsk regions, the city of St. Petersburg.

We now have a huge amount of work to do, the result of which should be the expansion of opportunities for people with disabilities, primarily employment opportunities," says Albina Bikbulatova, vice-rector for educational work at the Moscow State University of Food Production, an expert in the field of professional inclusive education development.
In recent years, Russia has made a significant step forward in the formation of an accessible environment. There are many real and successful masters among people with disabilities. Adapting the demonstration exam is a chance for everyone to show their professional level and become in demand.
