Конкурсный отбор на предоставление грантов в форме субсидий в целях реализации федеральной целевой программы «Исследования и разработки по приоритетным направлениям развития научно-технологического комплекса России на 2014 - 2020 годы» (далее – конкурс, Программа) проводится в соответствии с Положением о проведении конкурсного отбора на предоставление грантов в форме субсидий в целях реализации федеральной целевой программы «Исследования и разработки по приоритетным направлениям развития научно- технологического комплекса России на 2014 - 2020 годы» и Правилами предоставления грантов в форме субсидий в целях реализации федеральной целевой программы «Исследования и разработки по приоритетным направлениям развития научно-технологического комплекса России на 2014 - 2020 годы», утвержденными постановлением Правительства Российской Федерации от 03 октября 2015 г. No 1060 с последующими изменениями.
Организатор конкурса - Министерство науки и высшего образования Российской Федерации (далее - Минобрнауки России).

Предмет конкурса: отбор инновационных проектов, направленных на проведение прикладных научных исследований и экспериментальных разработок и получение результатов, необходимых для реализации приоритетов научно-технологического развития Российской Федерации определенных Стратегией научно-технологического развития Российской Федерации, соответствующих одному или нескольким направлениям исследований, предложенными Советами по приоритетам научно-технологического развития Российской Федерации, в том числе:
в рамках реализации Приоритета 20а - следующим направлениям:
- Новые технологии обработки больших данных, предсказательного моделирования и прогнозирования для отраслей экономики;
- Новые технологии машинного обучения, распознавания образов и принятия решений для отраслей экономики;
- Новые интеллектуальные производственные и робототехнические технологии
в рамках реализации Приоритета 20б - следующим направлениям:
- Разработка передовых технологий для развития в России распределенной энергетики;
- Разработка отечественных конкурентоспособных газотурбинных технологий нового поколения для энергетики;
- Разработка конкурентоспособных и импортозамещающих технологий глубокой переработки углеводородного сырья;
в рамках реализации Приоритета 20в - следующим направлениям:
- Разработка технологий персонализации терапии заболеваний инфекционной и аутоиммунной природы, психических расстройств и болезней сердечно-сосудистой системы на основе генотипирования;
- Разработка технологий неинвазивной стимуляции мозга с персонализированными нейрофизиологическими подходами для нейрореабилитации;
- Разработка постгеномных диагностических тест-систем или наборов реагентов для медико-биологической оценки рисков развития социально значимых заболеваний;
- Разработка способов и средств для профилактики послеоперационных гиперпластических процессов;
- Разработка платформ для in vivo изучения противоопухолевых препаратов;
в рамках реализации Приоритета 20г – следующим направлениям:
- Разработка системы управления беспилотными сельскохозяйственными машинами для точного земледелия для АПК;
- Разработка системы оценки и управления рисками деградации почв под воздействием глобального изменения климата и антропогенеза, создания адаптационных технологий;
- Разработка технологий получения молочной продукции с высоким уровнем биологической безопасности на основе радиационных технологий;
- Разработка технологий управления морфогенезом растений с помощью управляемого динамического освещения;
- Разработка экономически эффективных технологий производства и глубокой переработки эфиромасличного сырья;
в рамках реализации Приоритета 20д - следующему направлению:
- Противодействие техногенным, биогенным, социокультуральным угрозам, терроризму и идеологическому экстремизму, а также киберугрозам и иным источникам опасности для общества, экономики и государства;
в рамках реализации Приоритета 20е - следующему направлению:
- Связанность территории Российской Федерации за счет создания интеллектуальных транспортных и телекоммуникационных систем, а также занятия и удержания лидерских позиций в создании международных транспортно-логистических систем, освоении и использовании космического и воздушного пространства, Мирового океана, Арктики и Антарктики;
в рамках реализации Приоритета 20ж - следующему направлению:
- Возможность эффективного ответа российского общества на большие вызовы с учетом взаимодействия человека и природы, человека и технологий, социальных институтов на современном этапе глобального развития, в том числе применяя методы гуманитарных и социальных наук.
Организатор конкурса заключит Соглашение о предоставлении гранта в форме субсидии (далее - Соглашение, грант) с Участниками конкурса, чьи заявки на участие в конкурсе получат по итогам оценки максимальный итоговый балл, и которым будет присвоен первый порядковый номер.
Организатор конкурса вправе заключить Соглашение с несколькими участниками конкурса. Количество таких Соглашений в рамках лота - не менее 39 (Тридцати девяти).
Предельный размер гранта по одному Соглашению составляет: не более 30,0 млн. рублей, в том числе: на 2019 год – до 15,0 млн. рублей; на 2020 год – до 15,0 млн. рублей.
Срок выполнения работы: Начало работ: с даты заключения Соглашения. Срок окончания работ: не позднее «30» сентября 2020 г.
Требования к участникам конкурса, содержанию, порядку подготовки и представления заявок на участие в конкурсе, критерии и порядок оценки заявок на участие в конкурсе, порядок и сроки определения результатов конкурса указаны в конкурсной документации.
Доступ к интерактивным формам на Портале регистрации заявок на участие в конкурсе, размещенном по адресу: http://konkurs.fcpir.ru, для подготовки заявок на участие в конкурсе в электронном виде будет открыт «9» июля 2019 года.
Заявки на участие в конкурсе принимаются по адресу организатора конкурса (125009, г. Москва, ул. Тверская, д. 11, к.4) в срок до 16 часов 30 минут московского времени «5» августа 2019 года. При доставке почтой заявки на участие в конкурсе направляются на почтовый адрес Заказчика: 125993, ГСП-3, г. Москва, ул. Тверская, д. 11. При доставке нарочным заявки на участие в конкурсе принимаются по адресу: г. Москва, Брюсов пер., д. 21, подъезд 1, комната 110, с 9:30 до 17:00, в пятницу с 9:30 до 16:30.
Вскрытие конвертов с заявками на участие в конкурсе состоится в 11 часов 00 минут московского времени «6» августа 2019 года по адресу: г. Москва, Брюсов пер., д.11.
Рассмотрение заявок на участие в конкурсе состоится «20» августа 2019 года по адресу Организатора конкурса. Экспертиза заявок на участие в конкурсе, допущенных к участию в конкурсе, будет проведена в срок, не превышающий 90 рабочих дней, начиная с «20» августа 2019 года.
Сведения о результатах открытого конкурса, включая наименование победителей конкурса, будут размещены на сайте Программы.

Competitive selection for grants in the form of subsidies for the implementation of the federal target program "Research and development in priority areas of development of the scientific and technological complex of Russia for 2014 - 2020". The contest is organized by the Ministry of Science and Higher Education of the Russian Federation (hereinafter - the Ministry of Education).

Contest subject: selection of innovation projects aimed at carrying out applied scientific research and experimental developments and obtaining results necessary for implementation of the priorities of scientific and technological development of the Russian Federation determined by the Strategy for Scientific and Technological Development of the Russian Federation, corresponding to one or more research directions proposed by the Councils on priorities of scientific and technological development of the Russian Federation, including:
- in the framework of Priority 20a - the following directions:
- New technologies of large data processing, predictive modeling and forecasting for economic sectors;
- New technologies of machine learning, pattern recognition and decision making for economic sectors;
- New intelligent production and robotic technologies.
- within the implementation of Priority 20b - the following directions:
- Development of advanced technologies for the development of distributed energy in Russia;
- Development of domestic competitive new generation gas turbine technologies for the power industry;
- Development of competitive and import-substituting technologies for deep processing of hydrocarbon raw materials;
- within the framework of Priority 20c - the following directions:
- Development of technologies to personalize the treatment of diseases of infectious and autoimmune nature, mental disorders and diseases of the cardiovascular system based on genotyping;
- Development of non-invasive brain stimulation technologies with personalized neurophysiological approaches for neurorehabilitation;
- Development of post-genome diagnostic test systems or reagent kits for medical and biological assessment of risks of socially significant diseases;
- Development of methods and tools to prevent postoperative hyperplastic processes;
- Development of platforms for in vivo study of antitumor drugs;
- within the framework of Priority 20g implementation - the following directions:
- Development of a control system for unmanned agricultural machines for precision agriculture;
- Development of a system for assessment and management of soil degradation risks under the impact of global climate change and anthropogenesis, creation of adaptation technologies;
- Development of technologies to produce dairy products with high biological safety level on the basis of radiation technologies;
- Development of technologies to manage plant morphogenesis using controlled dynamic lighting;
- Development of the economically efficient technologies for production and deep processing of the essential oil raw materials;
- within the framework of Priority 20d implementation - the following direction:
- Countering anthropogenic, biogenic, sociocultural threats, terrorism and ideological extremism, as well as cyber threats and other sources of danger for society, economy and state;
- in the framework of Priority 20 - the following direction:
- Connection of the territory of the Russian Federation through the creation of intelligent transport and telecommunication systems, as well as occupancy and retention of leadership positions in the creation of international transport and logistics systems, exploration and use of outer space and airspace, the World Ocean, the Arctic and Antarctic;
- within the framework of Priority 20j - the next direction:
- The possibility of effective response of the Russian society to big challenges, taking into account the interaction between man and nature, man and technology, social institutions at the current stage of global development, including the application of methods of humanities and social sciences.
The Organizer of the contest will conclude the Grant Agreement in the form of a subsidy (hereinafter - the Agreement, grant) with the Contestants, whose applications for participation in the contest will receive the maximum final score based on the evaluation results, and who will be assigned the first serial number.
The contest organizer has the right to conclude the Agreement with several contestants. The number of such Agreements within the lot is at least 39 (Thirty-nine).
The maximum grant amount under one Agreement is: no more than 30.0 million rubles, including: for 2019 - up to 15.0 million rubles; for 2020 - up to 15.0 million rubles.
Term of work execution: Start of work: from the date of the Agreement. Term of work completion: September 30, 2020 at the latest.
Requirements to participants of the contest, content, procedure for preparation and submission of applications for participation in the contest, criteria and procedure for evaluation of applications for participation in the contest, procedure and terms of determination of the contest results are specified in the contest documentation.
Access to the interactive forms on the Portal of registration of applications for participation in the contest, located at: http://konkurs.fcpir.ru, for the preparation of applications for participation in the contest in electronic form will be opened "9" July 2019.
Applications for participation in the competition are accepted at the address of the organizer of the competition (125009, Moscow, Tverskaya St., 11, b.4) within 16 hours 30 minutes Moscow time "5" August 2019. At delivery by mail applications for participation in the Contest are sent to the Customer's postal address: 125993, GSP-3, Moscow, Tverskaya St., 11. Upon delivery of the applications for participation in the Contest by mail to the following address: 21, Bruysov lane, Moscow, entrance 1, room 110, from 9:30 to 17:00, on Friday from 9:30 to 16:30.
Opening of envelopes with applications for participation in the contest will be held at 11:00 am Moscow time "6" August 2019 at the address: Moscow, Bryusov lane, 11.
Consideration of applications for participation in the contest will be held "20" August 2019 at the Organizer of the contest. Examination of applications for participation in the competition, admitted to participate in the competition will be held within 90 working days, starting with "20" August 2019.
Information about the results of the open contest, including the name of the contest winners, will be posted on the Program website.
